If you get someone who appears to be outside of the "rings of power" (be it academic or otherwise) with some special secret that they’ll share it "only to you" because they’ve been ridiculed by the "powers that be", you get someone that the general public can relate to because they themselves are outside of the "powers that be".
This "underdog savior" works very well in mobilizing the masses, and you see it often in propaganda as well as long-lasting religions. If you think about it, the major religions have behind it a figure which "came from between the people", and I can’t remember one religion where the most influential figure actually came from a higher chaste (the Buddha was born in nobility, but he abandoned it and lived a modest life, and there are other religions where you had figures like that). Even in science and technology you have such figures.
So you give the impression that the proponent is "one of you" (e.g. a "self-educated scholar" for example) and who is able to speak convincingly (this takes a long time, to polish the obvious fails, and possibly test it with some subjects very far from your "main target" so that they won’t know, which nowadays is harder to do), and if you have a well-oiled propaganda machine (some cool visuals help, such as say some fantastic pictures) and won’t be hard to capture the imagination of a few people who are suspicious of the "ruling power" (which does not have to be military or political).

There will always be people among us who have to obsess about the most outlandish things especially if they involve mass exterminations or the Earth being thrown off its current orientation. Pole shifts, wacky orbits, you get the picture.
They are the target audience of all the worthless movies made in America, as predictable as the shlock merchants of Hollywood want it to be. ($$$$$)
